Project Overview
The US 20 PME (Perpetual Motion Event) project represents one of the most extensive horizontal drain installations in JDC history. Over the course of ten years of active construction, JDC installed more than 587,000 feet — approximately 111 miles — of horizontal drains along a new 5.5-mile stretch of Highway 20 near Eddyville, Oregon.
The corridor passed through terrain with multiple active landslides. JDC used aggressive horizontal drain placement to systematically address each failure zone, removing the groundwater pressure that was driving slope movement and allowing construction of the new highway alignment to proceed safely.
JDC also constructed conveyance systems to direct captured water flow into existing stream tributaries. Weir monitoring recorded over several million gallons of water in 48-hour periods during major rain events — confirming the drains were performing as designed even under extreme conditions.
To meet the project timeline, JDC deployed multiple drill units and operated work shifts around the clock — a logistical commitment that kept the project on schedule despite the enormous scope and challenging geology.
